What is the Indonesian Driving Licence (SIM C)?

In Indonesia, the official driving licence is called SIM (Surat Izin Mengemudi). For scooters and motorbikes, the category you need is SIM C. This is not an international licence, but the official Indonesian licence issued by the Road Police (Polresta), so its exactly the same licence that the locals in Bali have for riving scooter.

If you want to ride a scooter in Bali — which is the most common way of getting around — you are legally obligated to have a valid driving licence. Without it, you risk police fines, problems with insurance, and even being declared at fault if an accident happens.

👉 Licence Classes for Motorbikes (SIM C):

  • SIM C – for motorbikes up to 250cc

  • SIM C1 – for motorbikes between 250cc and 500cc

  • SIM C2 – for motorbikes above 500cc

Most scooters in Bali are between 110cc – 155cc, so the SIM C licence is the standard choice for international students and travelers.

In recent years, the consequences have become unpredictable: in some cases, students only had to pay a money fine, but in other cases, drivers were issued an official court notice on the spot. Going to court can put your visa at risk and, in the worst case, even lead to deportation. Having an Indonesian licence keeps you safe from these risks and lets you drive with peace of mind.

Most international health insurance plans for students in Bali work on a reimbursement basis: you first pay the hospital and then claim the costs back from your insurance provider by submitting the medical bills. If you have a scooter accident, the hospital will ask for your insurance and your valid driving licence, and will note in the report that it was a scooter accident. When the insurance company reads that it was a scooter accident without a valid licence, they will 100% refuse to cover the costs. This means you could end up paying all hospital and treatment bills yourself — which can quickly become extremely expensive.

An Indonesian driving licence can also be used in many European and Scandinavian countries to fast-track your motorbike licence back home. With it, you can skip the normally mandatory theory and practical lessons and go straight to registering for the tests. One of the most common misunderstandings among students in Bali is about whether their home country driving licence is valid for riding a scooter here.

  • 🚫 Car licences from Europe / Scandinavia (like Germany’s Class B) often include a small scooter licence (Class AM) for scooters up to 50cc.

    • In Bali, however, there are no 50cc scooters — the smallest scooters start at 110cc.

    • This means a car licence (even with AM) is not valid for scooters in Bali.

  • ✅ To drive legally in Bali with a licence from your home country, you must have at least a motorbike licence (A1 or higher) in Europe.

    • Only if you already hold a motorbike licence (A1, A2, or A), and you also apply for an International Driving Permit (IDP) before coming to Bali, you can legally ride a scooter here.

  • ⚠️ If you only have a motorbike licence in your home country but did not apply for the International Licence (IDP) before arriving in Bali, this is not enough.

    • Applying for the international licence after you are already in Bali is very complicated: you need to contact your embassy, provide paperwork, and the process can take many weeks.
